Action Against Hunger has been working in the DRC since 1997 with programmes in nutrition-health, food security and livelihoods, and WASH. ACF implements emergency and development intervention programs to reduce morbidity and mortality due to malnutrition. Multisectoral approaches integrating nutrition and WASH in line with the national strategy are being implemented in 6 provinces.

One of ACF’s main areas of expertise in the DRC is the rapid response to nutrition crises, operational since 2008 with the financial support of donors such as UNICEF, ECHO and DFID. Through several years of deploying its emergency pool via DFID-funded PUNC and ECHO-funded RRCN, we have gained extensive experience in rapid deployments and effective monitoring of life-saving treatments in emergency situations. Since 2008, more than 100 nutrition surveys and more than 60,000 malnourished children have been treated through ACF’s emergency response teams. Over the past four years, ACF has carried out more than 35 rapid response interventions across the country, including the provinces of Kasai Central and Oriental, Sankuru, Kwilu, Kwangu, Equateur, Tshuapa, Maniema and Tanganyka. ACF is currently operating in the provinces of North and South Kivu, Kasai and Kasai Central.

We are looking for a Deputy Country Director – Programs, based in Kinshasa or Goma.

Your position and responsibilities

Under the supervision of the Country Director, you will provide support in the development of Action Against Hunger’s programs in the DRC.

You will be responsible for ensuring that continuous and quality technical support is delivered to the programs by the team of technical department managers, that the necessary actions are implemented to ensure the technical quality of the projects and strategic development. You will also be responsible for actively participating in the technical management of the mission, in close collaboration with the Country Director.

More specifically, your missions will be to:

  • Participate in the strategic vision and leadership of the programs
  • Guaranteeing the performance and quality of the programmes
  • Manage the team
  • Ensure the interim of the Country Director at his/her request

Votre profil

Vous êtes titulaire d’un Master en nutrition,  sécurité alimentaire et/ou EAH avec au moins 3 à 5 ans d’expérience terrain dans les programmes humanitaires et/ou de développement, en ONG internationales. 

Vous avez une expérience d’au moins 1 an en coordination pays de programmes humanitaires et/ou de développement, comprenant la supervision technique des projets et le développement de stratégie technique.

Vous avez de très bonnes compétences de management et de leadership, ainsi qu’une très bonne capacité d’analyse.

Vous avez un excellent niveau de français et d’anglais, à l’écrit comme à l’oral. 

Vos conditions d’emploi

La vaccination contre le Mpox est recommandée pour les salarié·es qui se rendent dans ce pays.

  • Contrat à durée déterminée d’usage de droit français : 12 mois jusqu’au 31/10/2025
  • Salaire mensuel brut : de 3392 à 4355€ en fonction de l’expérience, incluant 13ème mois
  • Remboursement assurance retraite pour les citoyens non français : 16% du salaire mensuel brut
  • Augmentation du salaire de base : 6% tous les 12 mois de contrat continu
  • Per diem et frais de vie mensuels : 974$ nets, versés sur le terrain
  • Allocation contexte mensuelle : 150€ (Kinshasa) ou 450€ (Goma)
  • Allocation enfant : 1500€ par an et par enfant présent dans le pays d’origine (plafond de 6000€/an)
  • Transport et logement : Prise en charge des déplacements et logement collectif
  • Couverture Médicale : 100% de la prise en charge des cotisations santé (CFE + complémentaire santé) et assurance rapatriement
  • Dispositifs de maintien de salaire (maladie, maternité, paternité)
  • Congés et RnR : 25 jours par an de CP et 20 RnR par an ; prise en charge du billet avec plafond pour se rendre sur la zone de break choisie, et 215€ d’indemnité forfaitaire par RnR

The DRC Mission has 450 national and 47 international staff.

The Coordination in Kinshasa has 30 national staff and 15 expatriates. The ACF office is located in the Basoko district, a district that brings together a large number of INGOs. The compound also houses the MSF Belgium offices and a sports hall. Living conditions are good in Kinshasa, expatriates are accommodated in 2 or 3 bedroom apartments with bathrooms, Internet and generator in case of power cuts. Personal travel is provided by the ACF car mission.

In the commune of Goma, ACF has a guest and an office/guest in the city center, with access to water and electricity most of the time. Each expat who lives there permanently has his or her own room with a private bathroom. A cook takes care of the preparation of meals, cleaning the office and home, and laundry. There are all the essential equipment for a good life in the house. There are many activities (sports, cultural, touristic) and a strong expatriate presence.
