The United Nations office on Drugs and Crime (UNODC) experience shows that capacity building is a key factor in enhancing Member States’ ability to tackle drugs, crime and terrorism in all their aspects. The knowledge gap between countries is often wide and growing due to the unbalanced economic and social growth as well as the lack of international cooperation and coordination. This situation is not only between countries but within them, including some of the most prosperous. In June 2010, the global project GLOU61 UNODC Global eLearning, was approved. This project aims at addressing the shortcomings and lessons learned from the past with a focus on sustainability, monitoring and evaluation while continuing as funding allows for the design, development and delivery of standardised learning tools to be reachable by any public official, in any working conditions and location, in order to reduce barriers to accessing knowledge and to promote cooperation. The incumbent will work under the overall guidance of the Chief of the Justice Section (JS/DO) at UNODC HQ in Vienna and will report to the Global eLearning Programme Coordinator.
