Position: Business Partner, Grants and Contracts – Francophone

Reports: Director of Grants and Contracts

Location: Preferably Burkina Faso, Burundi, Cote D’Ivoire, DRC, Ethiopia, Kenya, Mozambique, Nigeria, Niger, Tanzania, Uganda, or the US.

Summary of Role:  

Works in close partnership with Director of Grants & Contracts to refine and implement Grants & Contracts policies, processes, and procedures. Assists Director in managing day-to-day operations of global Grants &Contracts functions, while serving as the lead for their respective region.  Assists the Director with the annual mandatory training development and rollout. Leads award and subaward management in the region. Works cross-functionally to manage internal activities throughout Pathfinder on a global scale.

Key Responsibilities:

Award Management: 

  • Award Administration: Serves as official liaison with donor contracts representative. Negotiates prime awards with donor/prime awardee. Drafts and submits approval requests.
  • Award Compliance: Monitors terms of agreements of awards for compliance. Ensures that Pathfinder and donor rules and regulations on grants management are properly followed and adhered to.

Subaward Management:

  • Subaward Administration: Administer subaward under multi-Country Projects and subawards where Pathfinder does not have a country office in place.

Subaward Management Oversight:

  • Subaward Administration Oversight: Oversees the administration of host country subawards including determination of subaward mechanism, developing subaward templates, subaward modifications, and subaward closeout.
  • Grant Making Process: Supports Subaward Administrators in designing project-specific grants manuals. Documents and shares best practices in the entire grant making process, including review of proposals, the selection process, and review of grantee financial documents.
  • Supports Subaward Administrators in the timely development and issuance of grants based on the budget and ensures cost effective implementation of program.

Training and Capacity Building:

  • Capacity Building for NGOs: Supports Subaward Administrators in preparation to build and develop capacity of local NGOs and partner organizations in regulatory compliance.
  • Training: Trains Subaward Administrators and other relevant staff on donor rules and regulations, Pathfinder policies and subaward management manual.
  • Capacity Enhancement/Mentorship: Works with subaward administrators in their respective portfolio to not only onboard them but provide technical trainings and guidance. Identify gaps in terms of understanding subaward management policy, procedures, compliance with donor requirements, and roles and responsibilities and internal controls. Sets up routine meetings with subaward administrators in their region to understand needs, challenges, and lessons learned.

 

Compliance:

Leads compliance efforts in their respective regions through:

  • Monitoring: Conducts routine spot checks of award and subaward files for identification of any gaps and as a part of Pathfinder’s country led strategy. Report findings to Director and develop mitigation efforts/plans.
  • Subaward Management Tools: Work with regional subaward managers to ensure compliance with the subaward management requirements.
  • Reporting: Share compliance reports based on monitoring with Director. Work with Director to prepare various reports as needed by Director and/or leadership.

Policies, Procedures, & iShare Resources: 

  • Policy, Procedures and Training: Works with the Director to develop and update award and subaward management policies and procedures including changes to donor and federal regulations. Facilitates compliance with Pathfinder award and subaward management policies and procedures by setting an example, educating partners, and appropriately escalating issues as necessary.

Management, support, and supervision: 

  • Project Management and Participation: Leads, manages, or participates in cross functional project teams.
  • Grants and Contracts Department support: Participates in staff meeting, work planning, policy updates and development, training, etc.

Required Education and Work Experience:

  • Bachelor’s degree in business, Finance, Accounting, or related field, or a combination of education and experience that yields the required competencies.
  • Minimum 5 years’ experience in subaward management
  • Languages: Written and spoken fluency in the French and English languages.
  • Award Administration: Ability to negotiate and manage USAID and non-USG prime awards and correspond with donor contracts representative.
  • USAID and non-USG Subawards: Advanced skills in managing USAID and non-USG subawards, including fixed price and cost reimbursable mechanisms under both assistance and acquisition.
  • Grant Making Process: Advanced knowledge of the grant making process, including procedures, tools, roles, and responsibilities.
  • Training and Development: Ability to develop and deliver training and information sessions to Country Subaward Administrators, US partners, and local subawardees.
  • Donor Compliance: Ability to learn donor requirements and strategically advise Pathfinders on creative solutions to barriers imposed by donor rules and regulations.

Preferred Competence and Work Experience:

  • Previous work experience with an international NGO
  • 10 years’ international experience in Subaward Management, Award Management and USAID Rules & Regulations.
  • Software Applications: Ability to learn and adapt to multiple, complex software systems.
