ORGANIZATIONAL UNIT

The General Secretariat directs all the administrative and financial aspects of the Union’s activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union’s activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.

Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management. It manages ITU’s resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results.

ORGANIZATIONAL CONTEXT

The post is under the supervision of the Chief, Human Resources Management Department. This position is responsible for advising the Chief HRMD on matters involving regulatory compliance including appointments, employee benefits, entitlements, pension fund and health insurance matters, management of complaints, serves as the focal point for staff council and replies to staff with clear explanations regarding the organizations procedures, policies regulations and rules and provides guidance to the Chief HRMD, Managers and the Executive Office on a range of complex and confidential HR matters.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief, Human Resources Management Department, the incumbent will perform the following duties:

  • Ensure the consistent application of relevant policies, procedures, rules and regulations by reviewing past precedent and providing advice and guidance to HR professionals and managers; provide advice and support on employee relation matters, to help improve the employee experience.
  • Provide accurate and timely human resources and employee relations advisory and case management services in accordance with relevant rules and regulations, policies, procedures and best practices.
  • Provide advice and information to managers and HR professionals to assist them in resolving a wide range of complex people management issues/problems; utilize a case management approach in the resolution and risk mitigation of complex employee relations situations that enable the organization to make informed decisions; manage complex cases, including prepare HRMD’s response to a wide range of requests/complaints requiring the interpretation of the legal framework applicable to ITU’s personnel, while ensuring coordinated action.
  • Advise on the interpretation, application, and implementation of ITU’s Staff Regulations and Rules; prepare draft amendments to the Staff Regulations and Rules; review and provide input on, administrative issuances and other policy documents in the area of human resources and, as requested, prepare (either entirely or in collaboration the Senior Policy Advisor) administrative issuances or amendments thereto in the field of human resources management.
  • Identify systemic issues and lessons learned and advising other HRMD team members on remedial and/or preventive to address such issues and monitor implementation. Advise on policy, human resources and administrative matters while flagging potential risks to Chief HRMD.
  • Assist the Chief, HRMD, in liaising with and preparing submissions for governing or oversight bodies such as the Council, the Coordination Committee, internal or external auditors and review boards or chambers. Act as Secretary to the Joint Advisory Committee.
  • Keep up to date with any legislative changes and developments in UN best practices in HR and employee relations; take part in the preparation and implementation of normative and institutional changes; support systemic strategic change processes.
  • Serve on various standing boards, committees, ad hoc working groups and task forces related to human resources legal matters, as required; participate on ITU’s behalf on various meetings/for a both in-house and within the framework inter-organizational discussions in the area of human resources management; follow-up substantive discussions in the area of human resources management.
  • Perform other related duties as assigned.

TECHNICAL COMPETENCIES

  • Knowledge of administrative, employment and/or labour law, both substantive and procedural.
  • Strong analytical skills and ability to conduct comprehensive research on a range of HR issues, including those of a unique and/or complex nature.
  • Proficiency in complex writing and expression with the ability to prepare brief and opinion papers. Discretion and sound judgment in dealing with sensitive, complex human resources issues.
  • Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
QUALIFICATIONS REQUIRED

Education:

Advanced university degree in in Law, preferably in public international law, employment and/or labour law or in Public Policy/International Relations or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience:

At least seven years of progressively responsible experience in the field of the post, including at least three at the international level with operational experience managing complex confidential HR matters. A Doctorate in a related field can be considered as a substitute for three years of working experience. 

Experience with staff regulations and rules, policies, procedures and operations of the United Nations common system or other similar international organization is desirable.

Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).

BENEFITS AND ENTITLEMENTS

Salary:
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.

Annual salary from $ 77,326 + post adjustment $ 68,356
