ORGANIZATIONAL UNIT

The General Secretariat directs all the administrative and financial aspects of the Union’s activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union’s activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.

Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management. It manages ITU’s resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results.

ORGANIZATIONAL CONTEXT

The Human Resources Policy Officer reports directly to the Strategic HR Policy Advisor and works under the functional supervision of the HR Officer (Employee Relations) on matters related to performance management.
The role of the position is to support the development of HR policies and serve as an HR Focal Point for the resolution of underperformance cases.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Strategic HR Policy Advisor, the incumbent will perform the following duties:

  • Provides support to human resources policy development; undertakes research for and drafts the new and revised Staff Regulations and Staff Rules, HR policies and other administrative issuances (the HR regulatory framework), ensuring consistency with ITU’s regulatory framework and organizational needs.
  • Participates in the consultation process on changes to the HR Regulatory Framework with internal stakeholders; develops policy implementation plans; implements and publishes new and revised policies and other administrative issuances; coordinates with other HR teams for the development and implementation of related training and guidance for staff and managers.
  • Provides technical advice and recommendations on HR Policy matters; interprets ITU’s regulatory framework; promotes the consistent application and interpretation of the HR regulatory framework throughout the organization.
  • Identifies gaps in the HR regulatory framework and makes recommendations to address them; develops and maintains a digital compendium of required changes to the HR regulatory framework; assists to identify systemic issues and lessons learned and advises on action to address such issues.
  • Keeps up to date with any relevant UN common system policy and legislative developments; keeps abreast of innovative practices and policies concerning HR management.
  • Serves as HRMD Focal Point for underperformance, entailing policy analysis, support to managers and advice on case resolution.
  • Serves on various standing boards, committees and working groups related to HR matters, as required.
  • Perform other related duties as assigned.

TECHNICAL COMPETENCIES

  • Knowledge of human resources policies, practices and procedures in an international setting. Ability to interpret, apply, and implement organizational regulatory frameworks.

  • Ability to identify issues, formulate opinions, make conclusions and recommendations to provide solution-oriented advice to management.
  • Knowledge of human resources policies, practices and procedures within the UN common system would be an advantage.
  • Ability to use digital solutions to streamline processes and enhance operational efficiency would be an advantage.

QUALIFICATIONS REQUIRED

Education:

Advanced university degree in human resources management, law, international relations, business administration or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
In addition to the above education requirement, a bachelor’s degree in law or an equivalent legal qualification would be an advantage.

Experience:

At least five years of progressively responsible experience in policy or human resources, including at least two at the international level. A Doctorate in a related field can be considered as a substitute for two years of working experience.
Experience in HR policy development is required.
Experience drafting and in analysis of complex HR/legal matters is required.

Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).

BENEFITS AND ENTITLEMENTS

Salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
