Job Description
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Facilities Management Section, in the Division of Administration. The incumbent reports to the Director, Administration.
Under the direct supervision of the Director, Administration, the incumbent is required to perform the following functions:
• Provides policy guidance to the Director of the Division, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. Ensures the ESCAP facilities, including the United Nations Conference Centre, Bangkok, and related support systems (mechanical, electrical, structural, and architectural) maintain high-quality standards.
• Plans and oversees the management of activities undertaken by the Section regarding all facets of operation and maintenance of the ESCAP campus, as the defacto UN Common Premises in Thailand, including the supporting systems, such as conferencing and security installations, heating, ventilation and air conditioning (HVAC), electricity and water supply, on-site emergency power generation plant, waste management, etc.; ensures that the work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Manages, supervises and carries out the work programme of the Section, under his/her responsibility (inclusive of three Units: Facilities Management, Asset Management and Environmental Management); including acquisitions planning, procurement, management of Section warehouses and business continuity planning.
• Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others. Co-ordinates diverse projects with other UN Agencies, Funds and Programmes and ESCAP tenants (renovations, space planning and allocation), as appropriate. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports and evaluates rental and cost recovery arrangements and implements policies and changes related to UNDS reforms and ensures optimal use of space
• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. Ensures that outputs of the Section are in compliance with the relevant occupational safety and health policies, standards and guidelines. Oversees implementation of the ESCAP environmental management system and sustainability measures in accordance with the Sustainable United Nations (SUN). • Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePerformance), interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for Section taking due account geographical and gender balance and other institutional values and promotes talent retention through effective managerial guidance and capacity building through relevant training.
• Fosters teamwork and communication among staff in the Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. Contributes to the implementation of the UN Reforms in particular the common back office and common premises.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
Professionalism: Expert knowledge in all aspects of facilities management of a large complex that serves as UN Common premises; proven ability to manage and supervise, produce reports and papers on technical issues. In-depth knowledge of all technical areas being supervised, including but not limited to facilities management, asset management and environmental management. Knowledge of International Public Sector Accounting Standards (IPSAS) as it applies to facilities and property management is required. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines, as well as relevant technical and local regulations and policies in work situations. Knowledge of relevant technologies applies in the areas to be supervised. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Advanced university degree (Master’s degree or equivalent) in engineering, architecture or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 10 years of progressively responsible experience in management of large facilities, including strategic planning of capital investment and major construction projects and maintenance of technical installations, and Building automation system is required. Experience with supervision and management of large teams, including various technical personnel, in a multicultural setting is required. Proven experience in implementing occupational safety and health standards and accessibility requirements as relates to facilities management is required. Proven experience in environmental management as relates to facilities management is required. Proven experience and expertise in providing strategic advisory services in all building and facilities, and rental income management related matters for multi-stakeholder setting is required. Experience in international procurement, business continuity and security access control systems is desirable. Experience with an Enterprise Resource Planning (ERP) application such as SAP or a similar system, as it relates to real estate, plant maintenance and assets under construction planning is desirable. Experience with data analytics or related area is desirable. Experience in change management and working with the various models of delivery of facilities management (in house, outsourced, hybrid) is desirable. Experience in varied assignments in the United Nations System or a similar international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
