General objective of the position

The Logistics Manager is responsible for supervising the logistics department and leading the logistics team. He/she also participates in security management in support of the Country Director. He/she is specifically responsible for the supply chain and provides ongoing support to the mission’s programs and bases by playing his/her role as part of the mission coordination team.

Key Responsibilities

Coordinate the activities of the logistics department

– Planning of the mission’s logistics strategy with the Headquarters Logistics Referent

– Follow-up of the organization and logistical activities of the mission: project or support activities (rental management, electricity, internet communication…)

– Logistical organization of field visits / headquarters visits

-Definition and planning of logistics needs

– Provide logistical support to bases and programs

-Planning and management of logistics costs

– Application and standardization of logistics procedures as defined in Kit Log. V3 and possible subsequent versions

– Definition of additional procedures if necessary with the Logistics Referent headquarters

-Definition of the logistical implications in the « proposal » with the Logistics Referent at headquarters -Liaison with the headquarters for the logistical aspects.

Supply Chain Management 

– Monitor the update of the purchase follow-up;

• Elaborate the purchasing schedule for each project (PAP) and the mission supply plan, manage the weekly purchasing schedule, inform the different departments and bases on the processing of their orders.

• Control supplies (quality, prices, V3 log kit procedures), Update the catalog and price list when necessary, Supervise stock management (kit log). Review and validate purchase files of more than 2,500 EUR

– Carry out market analyses on an ad hoc basis.

• Control deliveries to departments, Monitor the customs clearance of international freight, plan and manage the organization of distributions to beneficiaries.

• Supervise physical and digital logistics archiving (NHF and TEAMS)

-Manage relationships with key suppliers

• Age on the application of ACF anti-fraud, anti-corruption policies, and ensure the maximum level of transparency and professionalism in procurement procedures.

– Definition of the purchasing schedule and the logistics budget

– Ensure compliance with specific landlord rules and ACF rules. • Write requests for exemptions if necessary.

Fleet management, equipment and IT 

• Supervise the allocation and use of the mission’s vehicles,

-Supervise the management of the vehicle fleet and that the data entered into the Terramar tool for vehicles is correct

-Supervision of Maintenance and planning of the replacement of the fleet

• Supervise the daily and weekly movement planning.

• Cost monitoring and depreciation planning of ownership vehicles in collaboration with the finance department.

-Supervise and continuously train and brief drivers,

– Supervise administrative management (Insurance, documents, technical visit)

– Define equipment needs on the mission with the Logistics Referent at headquarters

-Maintain the mission equipment list up to date

– Planning of financing, replacement, of equipment with the Logistics Referent headquarters

– IT management: computer configuration, monitoring, maintenance, software management. IT Focal Point for the Senegal Mission

Field Activity Management

-Supervision, support and technical evaluation of the logistics team in the mission bases

– Organization of the logistics department in the absence of a logistician

-Refresher course on logistics procedures

– Elaboration of job descriptions with the Logistics Referent at headquarters

-Elaboration of logistics resource needs with the Logistics Referent at headquarters

-Briefing and logistical induction for any newcomer

Security Implementation (Support to the Country Director) 

-Participation in the analysis of the context

-Gathering information at the national level

-Sharing information with the HOM

– Centralization of the security plans of the bases

– Update of the security plan at the national level (delegation of the Country Director)

– Control of the effectiveness and updating of safety plans

-Writing incident reports and SIRO updates.

– Safety briefing for new expatriate staff and national employees

– Participation in incident crisis management under the supervision of the DP

Do you fit the profile we are looking for?

Specific level of education/diploma: Bac + 3 or equivalent experience, training, experience or proven knowledge in logistics

Specific/technical knowledge desired: 

– Rigour, sense of organization, honesty, flexibility

-Good knowledge of network and wireless technologies.

-Good knowledge of system and network security

-Organizational skills

-Budget monitoring

-Basic knowledge of energy, mechanics, construction

– Mastery of storage procedures

Expérience préalable nécessaire : 

-Expérience professionnelle de 5 ans dans le secteur de la logistique humanitaire 

-Expérience en tant que technicien IT 

-Connaissance du kitlog et des règles de sécurité. 

-Expérience en management d’équipe 

-Formation HEAT serait un plus
