Organisation Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO provides daily support to more than 1200 NGOs operating in 17 of the world’s most insecure countries. INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.
Job Summary
As a Human Resources Advisor, you will work closely with Country Directors and senior managers providing advice and developing and implementing HR policies, practices and projects. This is a field focused role, and you will cover specific countries or regions. It requires extensive travels to Country Offices.
INSO is growing and we are expanding our HR team. This position is based at our Headquarters in The Hague, Netherlands and reports to the Deputy Director of Human Resources.
Main Responsibilities
- Act as a partner to Country Directors by providing advice and support across the range of HR activities.
- Deliver clear, effective and timely HR advice and support on employment related issues to HR-responsible managers in Country Offices.
- Serve as the Technical Referent in the recruitment of HR-responsible managers.
- Actively participate in strategic planning at the regional level, integrating HR objectives into overall strategies.
- Monitor and support Country Offices to comply with INSO and donor regulations.
- Follow-up on audit reports to deliver solutions to identified HR issues in Country offices.
- Act as an effective ambassador for the HR department, communicating positively and professionally with all stakeholders to develop strong working relationships.
- With the HR team, contribute to and report on HR performance metrics to measure accomplishments and progress.
- Promote diversity, equal opportunities and safeguarding within INSO.
- Visit Country Offices with specific set of activities to strengthen HR function and capacity.
Requirements
- 5 or more years in generalist HR positions with at least 2 years in the NGO sector.
- Prior experience in the international NGO sector, field experience preferable.
- Fluent in English and French.
- Ability to drive organizational goals through HR strategies and to creatively address issues and devise solutions.
- Policy reviews and development experience.
- Ability to work collaboratively and to cultivate and sustain strong partnerships with internal and external stakeholders.
- Strong planning and project management skills.
- Employee relations experience.
Nice to Have
- HR qualification or similar.
- Knowledge of other languages, particularly French, Arabic, Spanish or Portuguese.
- Familiarity with NGO donor regulations eg. BHA, ECHO, etc.
- Investigations experience.
- Familiarity with INSO’s vision, mission and values.

- Ability to travel to Country Offices occasionally.
- Desire to work in a fast-paced, constantly evolving environment.
- Ability to work well under pressure and to manage multiple priorities.

Terms & Conditions
Fixed-term (renewable) contract based in The Hague, Netherlands, EUR 5,610 per month plus 8% vacation pay (vakantiegeld), 2.5 days annual leave per month. We provide Basic Premium Health Insurance from ONVZ. This post is eligible for a Highly Skilled Migrant visa and relocation allowance.
